China’s View of the Role of the Jewish Public Affairs Committee (AIPAC) and the American Jewish Lobby in Supporting Israel After the Gaza War

China has consistently sought to leverage its relations with the Jewish lobby in the US Congress in particular, and Jewish influence around the world in general, to counter its American trade rival. This is in addition to the passage of numerous resolutions within the US Congress itself by the Jewish lobby in Washington in favor of China. The US Congress has often worked to secure favorable Sino-American relations in various sectors, particularly trade and technology. China is aware of the extent to which the United States is subject to pressure from the Jewish lobby, which is deeply embedded within various US decision-making institutions, especially Congress and the White House.

Chinese think tanks concerned with Jewish and Israeli affairs constantly seek to identify the most prominent and important Jewish lobbies in Washington and around the world, most notably:

– Considered the most dangerous Zionist lobby in Washington, the Jewish lobby group AIPAC (AIPAC)

– The Middle East Media Research Institute (MEMRI)

– The American Jewish Committee (AJC)

– The American Jewish Congress

The most prominent measures taken by Jewish lobbies in the United States to mobilize American public opinion and decision-makers in favor of Israel against the Palestinians and the Gaza Strip are, as follows:

– American Jewish lobbies, through their websites and various media outlets, call for legislation targeting Hamas, and call for the enactment of bipartisan legislation in Congress to cut off Hamas’s funding for terrorism, in accordance with their accusations. These Jewish lobbies also provide direct links for every American voter in various US states to communicate with their representatives in Congress, conveying this message of support for Israel against Hamas.

– American Jewish lobbies seek to counter misinformation about Israel, based on their own analyses, by calling on members of Congress, celebrities, journalists, and others who hold important positions in American decision-making, think tanks, culture, and Hollywood to refrain from spreading anti-Israel propaganda and lies. These lobbies provide platforms for responding to any opinions or criticisms directed at the Israeli position toward the Palestinians.

– American Jewish lobbies, especially after the recent Gaza war in October 2023, have adopted the slogan “Israel needs us”, calling on recipients of their messages to leave an audio or written message expressing support for Israel in these difficult circumstances. These pro-Israel posts are broadcast on Israeli television, specifically on the Israeli Channel (I24).

This is not the case in China, which has attempted to establish a rapprochement with American Jewish lobbies to primarily serve its own interests.] However, the same economic interests may conflict between China and the Jewish lobby in Washington and Tel Aviv. Perhaps the clearest example of this is the NEOM project in the Red Sea region, which Israelis themselves consider, in their writings and analyses, to be part of the Greater Israel map published by “Itamar Ben-Avi”, a figurehead of the Zionist movement over 100 years ago. This map is particularly relevant in the southern part of Israel, extending into Saudi Arabia. Israeli intellectual, political, security, and military institutions believe that the path to this project must be via the Red Sea, the Gulf of Eilat, and then overland to the Mediterranean via giant high-speed trains. This Israeli option is contradicted by what China is currently implementing within the framework of the Belt and Road Initiative, namely the construction of the giant King Salman Bridge across the Red Sea, starting from the “NEOM project” area and reaching Egypt. This, in and of itself, represents a conflict of interests between the Hebrew state and the Chinese giant, which is expanding economically across continents.

On the other hand, as an Egyptian academic and expert who has hosted a study on the Judaization of Chinese people in the Chinese capital, Beijing, and who has an important international book in English on the Judaization of Chinese people from the Chinese Kaifeng region and their recruitment into the Israeli army, and who is fully aware of all its secrets and mysteries, we find that there are attempts by the Jewish lobby in Washington to penetrate deep into Chinese society, especially in the cities and provinces of (Beijing, Hong Kong, Shanghai, Harbin), especially in the Chinese Kaifeng region and its capital or largest city in (Harbin), which Israel and American Jewish organizations claim has a number of Chinese citizens with Jewish roots there. Accordingly, the American Jewish lobbies, in cooperation with the Israeli Mossad, have, in accordance with a long-planned plan, used numerous Jewish temples and Chabad houses dedicated to Jewish prayer, particularly for the conservative “Haredi” Jewish community, to serve the interests of Jews in China and to influence the Chinese decision-making process in the future in favor of Israel and the American Jewish lobbies. These Jewish temples in China serve all Jews and Israelis who go to China for work or study, Chinese who have converted to Judaism, or Chinese converts. This is something I have previously mentioned, and it led to my harsh, even bloody, clash with the Jewish lobby in Washington. This came after I pointed out that hosting Chinese converts to Judaism in places of worship for foreigners is criminalized and contradictory, according to the Chinese constitution, which is concerned with the Committee for Religious Minority Affairs of the ruling Communist Party in China. This led to the American Jewish lobby clashing with me in Egypt, using Muslim Brotherhood terrorists to chase me through the streets and warn me against provoking the American Jewish lobby. I also attempted to draw attention to the American Jewish lobby’s attempt to infiltrate Chinese culture through the Judaization of Chinese, especially those from the Chinese province of Kaifeng, and recruiting them into the Israeli army, as well as by attracting them to places of worship, temples, and Jewish Chabad houses spread throughout all Chinese provinces and regions.

In an attempt by the American Jewish lobby to cultivate closer ties with the Chinese people and academics, they have opened numerous departments and centers for Israeli, Jewish, and Hebrew studies at prestigious academic institutions in China, such as: (Peking University, Nanjing University, Harbin University, East China University, Heilongjiang University, Henan University, Shandong University), and others. In addition, Israel, with the help of the American Jewish lobby, provides 100 postdoctoral fellowships annually through its educational institutions, and 350 scholarships to Chinese and Indian students. It is estimated that the number of Chinese students studying at Israeli universities has reached more than 1,500, studying in Israel as part of student exchange programs. Several influential American universities with Jewish funding are keen to establish a presence in China by opening branches in Beijing, while Israeli educational institutions are expanding their branches in China. In 2014, Tel Aviv University established an innovative research and education center with China’s Xinhua University. In 2015, the “Technion University of Technology” in Israel, one of the leading engineering universities in Israel and the world, opened a branch in China, establishing the “Guangdong Technion-Israel Institute of Technology”. In 2016, Ben-Gurion University of Israel opened a (joint center for (entrepreneurship and innovation with Jilin University) of China. The University of Haifa in Israel also built a joint laboratory and a Chinese lab in the fields of environment, big data, biomedicine, and neurobiology at East China University.

On the other hand, what I analytically draw attention to as an expert in Chinese political affairs and the policies of the ruling Communist Party in China, and what caught my attention in this context, is the existence of American accusations against the Chinese side of its involvement in influencing the course of Washington’s domestic and foreign policies through Beijing’s use of tools of influence and financial influence on the American interior through the influence of pressure groups and the American Jewish lobby, through Beijing’s use of many tools of influence to move the Jewish lobby to influence American decisions in favor of China, especially those strategic directions, in addition to China’s influence on the general direction of American society, through the mechanism of financial, electoral and media influence. For example, many indicators point to the entry of many Chinese funds into the treasury of the Jewish lobby in Washington during the period 2016-2020, that is, during the first term of President Trump, which amounted to approximately $137 million. This Chinese money went through the American Jewish lobby in 2018, for example, to support 269 candidates for Congress and 57 candidates for the US Senate. China, through Jewish lobby groups, also funds high election turnout and votes for a particular candidate to advance a number of policies that benefit China. In this context, the American Israel Public Affairs Committee (AIPAC) has formed two political action committees in recent years and spent millions of dollars on political and electoral races, with Chinese funding.

Here, the United States consistently seeks to reject condemning Israel, despite the international community’s calls for such a condemnation through the Jewish lobbies that China seeks to woo. Accordingly, it has analyzed China’s position through its relevant think tanks, intelligence, and military centers concerned with the Middle East, to understand China’s vision of the implications of a resolution officially condemning Israel within the halls of the UN Security Council and the UN General Assembly. This is especially true in light of the US’s utmost benefit from Israel’s support in the Middle East, given Israel’s strategic foothold in the region, in addition to its advanced intelligence and technological partnerships in both the civilian and military spheres. We find that during the Cold War between the United States and the Soviet Union, Israel was a vital counterweight to Soviet influence in the region.

Following the recent Gaza war in October 2023, Israel and the United States became increasingly isolated amid growing global calls for a ceasefire. China capitalized on this sentiment among Chinese public opinion via talk shows, official Chinese news broadcasts, and official Chinese press coverage, with official Chinese accusations leveled against the failure of American democracy around the world on human rights issues. This was especially true after the United States repeatedly vetoed numerous UN Security Council resolutions calling for a ceasefire and increased humanitarian aid to allow access to Gaza. International human rights groups condemned the United States for providing military and diplomatic support that threatens complicity in war crimes. Both the Biden and Trump administrations faced growing opposition to US support for Israel, including from within their own administrations.

Chinese think tanks also highlighted on January 7, 2024, the resignation of two officials from the administration of former US President Joe Biden over its support for Gaza against Israel. The officials (Josh Paul & Tarek Habash), who worked in arms sales at the State Department and a policy advisor at the Department of Education, respectively, resigned in protest against US support for the Israeli war effort. More than 12 Biden campaign staffers signed a letter demanding that US support for Israel be conditional on a ceasefire. The US administration is currently experiencing unusual levels of opposition.

China also attempted to entice members of the powerful Jewish lobby in Washington to pass a number of resolutions in its favor against Washington and Tel Aviv. This was particularly evident in the wake of the Gaza War. On October 30, 2023, the American Israel Public Affairs Committee (AIPAC), the most prominent pro-Israel Jewish lobby group in the United States, issued a public criticism of the members of Congress who voted against House Resolution 771, which expressed support for Israel. In response, Republican Thomas Massie defended his vote against absolute support for Israel, saying he opposed a broad “open-ended promise of military support”, while Democrats (Cori Bush, Mark Pocan, and Ocasio-Cortez) defended their votes. Congresswoman Ocasio-Cortez accused AIPAC of harming American democracy. On November 1, 2023, Congresswoman Ilhan Omar accused AIPAC of publishing anti-Islam ads against her. On November 2, 2023, Congresswoman Rashida Tlaib, a Palestinian-American, was targeted in a $100,000 television ad campaign by the Democratic Majority for Israel. On December 5, 2023, the Republican-controlled House of Representatives passed a resolution containing language stating that: “the House of Representatives clearly and firmly states that anti-Zionism is anti-Semitism”. The organization also condemned the slogan “From the River to the Sea.” Indicators showed that members of Congress who had supported Israel since the beginning of the war received an average of $100,000 more from pro-Israel donors than their pro-Palestinian colleagues. An analysis of Federal Election Commission filings showed that Speaker of the House Mike Johnson received $95,000 from AIPAC.

On the other hand, a poll conducted on December 19, 2024, by (Siena College in New York) showed that: 57% of Americans disapprove of Joe Biden’s handling of the conflict, with a majority supporting Israel ending its military operations to protect civilians. While three-quarters of those aged 18 to 29 disagreed with Biden’s handling of the situation, half said Israel was deliberately killing civilians, and three-quarters said it was not taking sufficient precautions to protect civilians.

– After understanding the above facts, we come to the answer to the question: What if Israel were condemned? What would be the implications of a condemnation resolution in the Security Council, according to the Chinese understanding and general analysis of the situation, as follows:

– China understands that all pro-Israel lobby groups fund the election campaigns of American politicians to ensure their loyalty to Israel and their continued defense of it. Therefore, China seeks to become a catalyst for funding a number of political campaigns to advance its interests.

– The Israeli lobby actively works to steer American foreign policy in a direction that is consistently pro-Israel, a position China seeks to capitalize on through funding, buying votes, and wooing them.

– The Israeli lobby exerts pressure on the US Congress, the White House, and the media, a position China seeks to circumvent through these Jewish lobbies.

– The Jewish organization AIPAC in Washington significantly interferes in US government decisions to favor Israel. Here, we note the large number of visits and official Chinese invitations to members of American Jewish organizations in China.

– Israeli funds are penetrating American universities, and the Jewish lobby in Washington is threatening to halt funding due to student demonstrations on several American campuses. This is where China is pushing its students and academics. In American universities, to balance the votes of Jewish lobbies by supporting the Gaza Strip in the face of Israeli violations against them.

– Dollar democracy is the prevailing democracy within the American political and electoral community, where candidates for political office rely heavily on campaign financing from the powerful Jewish lobby in the United States. China is attempting to enter this line with them by funding a number of American political and electoral campaigns.

– We find that all of this political and electoral funding in Washington primarily comes from pro-Israel lobby groups, such as the American Israel Public Affairs Committee (AIPAC), which acts as major donors to campaigns that essentially buy the loyalty of American politicians, who are thus vulnerable and easily manipulated. Any US government proposal that AIPAC deems unfavorable to Israel has little chance of becoming law. Therefore, China seeks to cultivate close ties with the Jewish organization AIPAC in particular to ensure its future loyalty through payment and funding mechanisms.

– From this perspective, Israeli lobbies pressure American politicians to adopt positions favorable to Israel and pass resolutions that serve Israel’s interests around the world. This is what China is trying to exploit to its advantage by exerting pressure on these American Jewish lobbies to the benefit of the Chinese.

– The efforts of the Jewish lobby within the United States are not limited to merely funding pro-Israel candidates. They extend to exerting pressure on special interest groups, the US Congress itself, the White House, and all other media outlets. This is something that Chinese decision-makers are aware of.

– After the recent Gaza war, most American universities witnessed widespread student protests against Israeli violations. Consequently, the administrations of some American universities responded violently to students and allowed police to arrest dozens of them under pressure from Jewish lobby groups in Washington, under the pretext of anti-Semitism. This is what all Chinese media outlets have highlighted to embarrass America’s democracy and human rights record.

– Therefore, we note that the behavior of the administrations of many American universities against students demonstrating against Israel stems from pressure exerted by Jewish businessmen who fund these American universities, who view these demonstrations as “anti-Semitic.” Jewish funders have threatened to cut off generous financial support to these American universities if the administrations of these universities refuse to deal with these demonstrations. China has exploited this by calling for the provision of services and support to a number of American universities, while also establishing branches for a number of these American universities within China itself. This is a significant and dangerous development at the same time.

– According to a US Department of Education database, approximately 100 American colleges have reported gifts or contracts from Israel totaling $375 million in the past period. This official data reveals little about the sources of the funds donated to American universities or how they are used. China is attempting to exploit this situation to understand how it can attract American university programs through a series of funding programs for important research, scientific, service, cultural, and social activities.

– Some students at the Massachusetts Institute of Technology (MIT) in the United States have published the names of several researchers who have accepted funds from the Israeli Ministry of Defense for projects that could help develop drones. Several researchers and students have accused the Massachusetts Institute of Technology in Washington of accepting more than $11 million from the Israeli Ministry of Defense over the past decade. This is what all Chinese state agencies have done to understand the relationship between American universities, implement a number of American policies to counter them, and develop alternative plans to prevent this.

– As students at the University of Michigan point out, the university has invested in companies that produce drones or warplanes used by the Israeli military, as well as in surveillance tools used at checkpoints in the Gaza Strip. China responded to this by developing artificial intelligence technology during the war on Gaza to understand all Israeli military movements on the ground, and to understand and track the locations and hiding places of prisoners.

Based on our previous understanding of these facts, we can understand why the United States must protect Israel and its security, given that Israel is classified as a major non-NATO ally of the United States under US law. This status grants foreign partners certain advantages in defense trade and security cooperation, and represents a powerful symbol of their close relationship with the United States. This is something China is trying to obscure and obstruct by Beijing’s support for Jewish financial and electoral influence in Washington.

For these reasons, stemming from the American Jewish lobby’s support for Tel Aviv, Israel is stubbornly refusing to abide by the rulings of the International Court of Justice and UN Security Council resolutions. Israel’s blatant disdain for its international legal obligations and for UN institutions itself is unprecedented. The United Nations has been facing a genuine crisis since its founding: a rogue member state that openly refuses to comply with the rules and directives of the international organization, as well as Israeli disrespect for the international order the organization exists to uphold. Although the situation has escalated dramatically since the recent Gaza war in October 2023, this Israeli intransigence, with American support, is nothing new. Israel has ignored its obligations for decades without being held accountable due to the support of Washington and the American Jewish lobby.

Therefore, China believes it is of paramount importance that UN member states begin taking immediate and positive steps toward expelling Israel under the UN Charter. Expulsion from the United Nations is not only justified in this case, but it is also necessary, as it is the only way to ensure the legitimacy of international law and the United Nations itself. If expulsion proves politically difficult, due to the veto power held by Israel’s allies, particularly the United States in the UN Security Council, all member states, led primarily by China and Russia, should, as a first step, de facto suspend Israel’s membership in the UN General Assembly, as happened with South Africa after it was accused of pursuing a system of apartheid.

Here, we find that China’s demand, along with its Russian ally, to condemn Israel, regardless of American pressure, has become necessary, urgent, and imperative to preserve international peace and stability, especially given Israel’s refusal to comply with its obligations under the UN Charter, particularly UN Security Council resolutions. Article 4 of the UN Charter stipulates that membership is open to all “peace-loving states that accept the obligations” contained in the Charter. Among these obligations is the obligation stipulated in Article 25 of the Charter, which requires “accepting and carrying out” Security Council resolutions.

China relies on several articles of basic international law of the United Nations to condemn Israel after the Gaza War, based on Article 6 of the UN Charter, which states that a member state that: “persistently violates the principles embodied in the present Charter may be expelled by the General Assembly of the United Nations upon the recommendation of the Security Council”.

Although there is no explicit link between Article 6 and Article 25, China attempts to establish the relationship between Israel’s long-standing violations of UN principles, particularly “the principle of equal rights and self-determination”, as stipulated in Articles (1 and 2), and “respect for human rights and fundamental freedoms for all without distinction as to race”, as stipulated in Articles (1 and 3). China believes that these violations constitute substantial grounds for expelling Israel from the UN under Article 6. However, Article 25 of the UN General Assembly’s Basic Law provides a clearer explanation of why Israel must be held accountable for its violations of its obligations under the UN Charter.

The International Court of Justice (ICJ) clearly affirmed in its advisory opinion of July 2024 that Israel violates this principle of international law, stating that Israeli policies and practices “amount to the annexation of substantial parts of the occupied Palestinian territories and are therefore inconsistent with the prohibition on the use of force in international relations and its complementary principle of non-acquisition of Palestinian territory by force”. The ICJ clearly states that Israel’s presence in the 1967 territories is illegal and that all states must implement the necessary measures to immediately end the Israeli occupation.

Perhaps most significantly for the Chinese themselves, Israel has for decades publicly expressed its contempt for the United Nations, criticizing it for its bias against Israel and its anti-Semitism. Naturally, criticism has become more intense since October 2023. For example, in March 2024, the Israeli Foreign Minister described the UN as “an anti-Semitic, anti-Israel body that harbors and encourages terrorism”. However, Israel’s open contempt for the UN is longstanding, something China is highlighting internationally.

On the domestic front, bills currently being introduced in the Israeli parliament would revoke the diplomatic privileges and immunities that UNRWA, a UN agency, legally enjoys, and could force the organization to end its operations in East Jerusalem. The Israeli bills have designated UNRWA as a terrorist organization. The Israeli government has already announced the confiscation of the UNRWA compound in East Jerusalem. These actions by Israeli political leaders indicate the Israeli government’s general contempt for UNRWA, and for the United Nations in general, and explicitly. China has publicly criticized this through its representatives and permanent representative within the United Nations and the UN Security Council. This was particularly true during the UN Security Council session held on Monday, March 25, 2025, at a high-level plenary meeting on “Strengthening the Capacity of United Nations Peacekeeping Operations”. In his speech, China’s permanent representative to the UN emphasized that peacekeeping operations are an important tool for the Security Council in maintaining international peace and security, and that the current international security situation is complex and volatile, leading peacekeeping operations to face unprecedented challenges. This requires adherence to the three principles of maintaining international peace and stability.

The current situation, where Israel openly violates Security Council resolutions, disregards binding orders from the International Court of Justice, and directly attacks UN buildings and personnel, poses a clear threat to the authority of the UN. This is a fundamental point that China and its representatives in the Security Council have explicitly raised, and one that can be cited in the similar case of South Africa, due to its policies of apartheid between whites and blacks during the 1990s., Israel also launched repeated attacks against UN peacekeeping forces in Lebanon, as Israel invaded and violated the sovereignty of Lebanese and then Syrian territories, resulting in several casualties and deaths among the Lebanese and Syrian people. – أما عن أبرز ما تنتهجه اللوبيات اليهودية فى الولايات المتحدة الأمريكية لحشد الرأى العام الأمريكى وصناع القرار لصالح إسرائيل فى مواجهة الفلسطينيين وقطاع غزة، فيأتى على النحو التالى:

– دعوة اللوبيات اليهودية الأمريكية عبر مواقعها الإلكترونية ووسائل إعلامها المختلفة، إلى تشريع يستهدف حركة حماس، والدعوة إلى سن تشريع من الحزبين الجمهورى والديمقراطى بالكونغرس لقطع تمويل حماس للإرهاب، وفقاً لإتهاماتهم، مع توفير تلك اللوبيات اليهودية لروابط مباشرة لتواصل كل ناخب أمريكى على مختلف الولايات الأمريكية مع ممثليه بالكونغرس لإبلاغهم بهذه الرسالة لدعم إسرائيل فى مواجهة حركة حماس.

– تسعى اللوبيات اليهودية الأمريكية إلى مواجهة المعلومات المضللة عن إسرائيل وفقاً لتحليلاتهم، من خلال دعوة أعضاء الكونغرس والمشاهير والصحفيين وغيرهم ممن يشغلون مناصب هامة فى مراكز صناعة القرار والفكر والثقافة والفن الهوليودى الأمريكى، إلى عدم نشر الدعاية والأكاذيب المناهضة لإسرائيل، وتوفر تلك اللوبيات منصات لإستخدامها للرد على أى آراء أو إنتقادات توجه للموقف الإسرائيلى فى مواجهة الفلسطينيين.

– ترفع اللوبيات اليهودية الأمريكية، خاصةً بعد حرب غزة الأخيرة أكتوبر ٢٠٢٣، شعار “حاجة إسرائيل إلينا”، داعية متلقى رسالتها لترك رسالة صوتية أو مكتوبة تظهر الدعم لإسرائيل فى مثل تلك الظروف العصيبة التى تواجهها، ويتم بث المشاركات الداعمة لإسرائيل على التلفزيون الإسرائيلى، وتحديداً على قناة الإسرائيلية ٢٤

ورغم محاولات الصين للتقارب مع اللوبيات اليهودية الأمريكية لخدمة مصالحها فى المقام الأول. ولكن رغم ذلك، فقد تتعارض المصالح الإقتصادية نفسها بين الصين وبين اللوبى اليهودى فى واشنطن وتل أبيب، ولعل المثال الأوضح على ذلك، هو (مشروع نيوم فى منطقة البحر الأحمر)، والذى يعتبره الإسرائيليون أنفسهم فى كتاباتهم وتحليلاتهم، بأنه يمثل جزءاً من خريطة إسرائيل الكبرى التى قام بنشرها “إيتمار بن آفى”، بإعتباره أحد رموز الحركة الصهيونية منذ ١٠٠ عام، خاصةً فى الجزء الجنوبى منها الممتد على السعودية، وترى المؤسسات الفكرية والسياسية والأمنية والعسكرية الإسرائيلية، بأن الطريق إلى “مشروع نيوم” لا بد ويكون عبر البحر الأحمر فخليج إيلات ثم براً إلى البحر المتوسط بواسطة القطارات السريعة العملاقة، بينما يتعارض مع هذا الخيار الإسرائيلى ما تنفذه الصين فى الوقت الحالى فى إطار مبادرة طريق الحزام والطريق، والمتمثل بإقامة جسر الملك سلمان العملاق عبر البحر الأحمر إنطلاقاً من منطقة مشروع نيوم وصولاً إلى مصر، وهو ما يشكل فى حد ذاته بالنسبة للصين تعارضاً فى المصالح بين الدولة العبرية أمام العملاق الصينى المتمدد إقتصادياً عبر القارات.

وعلى الجانب الآخر، وبإعتبارى أكاديمية وخبيرة مصرية درست بإستفاضة ملف تهويد الصينيين فى العاصمة الصينية بكين، وعندى كتاب دولى هام باللغة الإنجليزية حول ملف تهويد الصينيين من إقليم الكايفنغ الصينى وتجنيدهم فى الجيش الإسرائيلى، وعلى علم تام بكافة خباياه وأسراره، فنجد أن هناك محاولات من قبل اللوبى اليهودى فى واشنطن للتغلغل إلى عمق المجتمع الصينى، خاصةً فى مدن ومقاطعات (بكين، هونغ كونغ، شنغهاى، هاربين)، خاصةً فى إقليم الكايفنغ الصينى وعاصمته أو مدينته الكبرى فى (هاربين)، والذى تدعى إسرائيل والمنظمات اليهودية الأمريكية بوجود عدد من المواطنين الصينيين ذوى الجذور اليهودية به. وبناءً عليه، إستخدمت اللوبيات اليهودية الأمريكية بالتعاون مع جهاز الموساد الإسرائيلى وفق خطة طويلة مدروسة العديد من المعابد اليهودية وبيوت الشاباد اليهودية المخصصة للصلوات اليهودية خاصةً لفئة اليهود المحافظين “الحريديم” لخدمة مصالح اليهود فى الصين وللتأثير فى المستقبل على عملية صنع القرار الصينى لصالح إسرائيل واللوبيات اليهودية الأمريكية، وتخدم هذه المعابد اليهودية فى الصين كافة اليهود والإسرائيليين الذين يذهبوا إلى الصين للعمل أو الدراسة، أو الصينيين الذين إعتنقوا اليهودية، أو فئة المتهودين الصينيين. وهو ما نوهت عنه من قبل وأدى لإصطدامى القاسى بل والدامى باللوبى اليهودى فى واشنطن، بعد تنويهى بتجريم وتعارض ذلك، أى إستضافة صينيين متهودين داخل دور العبادة الخاصة بالأجانب وفق الدستور الصينى المعنى بلجنة شئون الأقليات الدينية التابعة للحزب الشيوعى الحاكم فى الصين، مما أدى لإصطدام اللوبى اليهودى الأمريكى معى فى مصر بإستخدام الإرهابيين من جماعة الإخوان لمطاردتى فى الشوارع وتحذيرى من إستفزاز اللوبى اليهودى الأمريكى، ومحاولتى لفت الإنتباه والأنظار إلى محاولة اللوبى اليهودى الأمريكى للتسلل إلى البنية الثقافية الصينية عبر ملف تهويد الصينيين خاصةً من إقليم الكايفنغ الصينى وتجنيدهم فى الجيش الإسرائيلى، وعبر إستقطابهم لدور العبادة والمعابد وبيوت الشاباد اليهودية المنتشرة فى كافة المقاطعات والأقاليم الصينية.

وفى محاولة من قبل اللوبى اليهودى الأمريكى للتقرب من الصينيين شعبها وأكاديمييها، فلقد قاموا بإفتتاح العديد من أقسام ومراكز الدراسات الإسرائيلية واليهودية والعبرية فى مؤسسات أكاديمية مرموقة فى الصين، مثل: (جامعة بكين، جامعة نانجينغ، جامعة هاربين، جامعة شرق الصين، جامعة هيلونغجيانغ، جامعة هنان، جامعة شاندونغ)، وغيرها. فضلاً عن تقديم إسرائيل بمساعدة اللوبى اليهودى الأمريكى لـ ١٠٠ منحة زمالة دراسية فى مرحلة ما بعد الدكتوراه سنوياً، تقدمها إسرائيل عبر مؤسساتها التعليمية و ٣٥٠ منحة دراسية للطلاب الصينيين والهنود. ويرجح أن عدد الطلاب الصينيين الدارسين فى الجامعات الإسرائيلية قد وصل إلى أكثر من ١٥٠٠ طالب صينى يدرسون فى إسرائيل ضمن برنامج التبادل الطلابى. مع حرص العديد من الجامعات الأمريكية ذات النفوذ والتمويل اليهودى على التواجد داخل الصين عبر إفتتاح فروع لها فى بكين، فضلاً عن قيام المؤسسات التعليمية الإسرائيلية بتوسيع فروعها فى الصين. فقد أنشأت جامعة تل أبيب عام ٢٠١٤، مركزاً مبتكراً للبحث والتعليم مع جامعة “شينخوا” الصينية. كما إفتتحت (جامعة تكنيون الإسرائيلية) فى عام ٢٠١٥، بإعتبارها إحدى الجامعات الرائدة فى مجال الهندسة فى إسرائيل والعالم، لفرع لها فى الصين، من خلال إنشائها (معهد قوانغدونغ تكنيون الإسرائيلى للتكنولوجيا). كما إفتتحت (جامعة بن غوريون الإسرائيلية) فى عام ٢٠١٦ مركزاً مشتركاً لريادة الأعمال والإبتكار مع (جامعة جيلين) الصينية. كما قامت (جامعة حيفا الإسرائيلية) ببناء مختبر ومعمل مشترك مع الصين فى مجالات البيئة والبيانات الضخمة والطب الحيوى والبيولوجيا العصبية فى (جامعة شرق الصين).

وعلى الجانب الآخر، وما ألفت النظر إليه تحليلياً كخبيرة فى الشأن السياسى الصينى وسياسات الحزب الشيوعى الحاكم فى الصين، وما إستوقفنى فى هذا الإطار، هو وجود إتهامات أمريكية للجانب الصينى بضلوعها فى التأثير على مجريات السياسات الداخلية والخارجية لواشنطن من خلال إستخدام بكين لأدوات النفوذ والتأثير المالى على الداخل الأمريكى من خلال نفوذ جماعات الضغط واللوبى اليهودى الأمريكى، من خلال إستخدام بكين للعديد من أدوات التأثير لتحريك اللوبى اليهودى للتأثير على القرار الأمريكى لصالح الصين، خصوصاً تلك التوجهات الإستراتيجية، فضلاً عن ممارسة الصين لتأثير على التوجه العام للمجتمع الأمريكى، عبر آلية النفوذ المالى والإنتخابى والإعلامى، فعلى سبيل المثال، تشير العديد من المؤشرات بدخول العديد من التمويلات الصينية إلى خزينة اللوبى اليهودى فى واشنطن خلال الفترة ٢٠١٦ – ٢٠٢٠، أى خلال الفترة الأولى للرئيس “ترامب”، والتى قاربت ١٣٧ مليون دولار، وقد ذهبت هذه الأموال الصينية عبر اللوبى اليهودى الأمريكى فى سنة ٢٠١٨ مثلاً إلى دعم ٢٦٩ مرشحاً للنواب و ٥٧ مرشحاً لمجلس الشيوخ الأمريكى. كما تقوم الصين عبر جماعات الضغط اليهودية بتمويل المشاركة العالية فى الإنتخابات والتصويت لصالح مرشح معين لتمرير عدد من السياسات التى تصب لصالح الصين. وفى هذا السياق، شكلت لجنة الشؤون العامة الأمريكية – الإسرائيلية (أيباك)، لجنتين للعمل السياسى فى السنين الأخيرة، وأنفقت ملايين الدولارات على السباقات السياسية والإنتخابية، بتمويلات صينية.

وهنا تسعى الولايات المتحدة الأمريكية بشكل دائم إلى عدم قبول إدانة إسرائيل رغم مطالبة المجتمع الدولى بذلك عبر تلك اللوبيات اليهودية التى تسعى الصين لإستمالتها ناحيتها. وبناءً عليه، عملت على تحليل موقف الصين عبر مراكزها الفكرية المعنية والإستخباراتية والعسكرية المعنية بالشرق الأوسط، لفهم رؤية الصين للآثار المترتبة على قرار إدانة إسرائيل رسمياً داخل أروقة مجلس الأمن الدولى وفى الجمعية العامة للأمم المتحدة. خاصةً فى ظل الإستفادة القصوى الأمريكية من دعم إسرائيل فى الشرق الأوسط، لما توفره لها إسرائيل من موطئ قدم إستراتيجياً أمريكياً فى المنطقة، بالإضافة إلى شراكات إستخباراتية وتكنولوجية متقدمة فى المجالين المدنى والعسكرى، ونجد بأنه خلال فترة الحرب الباردة بين الولايات المتحدة الأمريكية والإتحاد السوفيتى، كانت إسرائيل حينئذ ثقلاً موازناً حيوياً بالنسبة للنفوذ السوفيتى فى المنطقة.

وبعد حرب غزة الأخيرة فى أكتوبر ٢٠٢٣، أصبحت إسرائيل والولايات المتحدة معزولتين بشكل متزايد وسط تزايد الدعوات العالمية لوقف إطلاق النار، وهو ما إستفادت الصين منه بشدة بين أوساط الرأى العام الصينى عبر البرامج الحوارية ونشرات الأخبار الرسمية للصين وتغطيات الصحافة الرسمية للصين، مع توجيه الإتهام الصينى الرسمى لفشل تلك الديمقراطية الأمريكية حول العالم فى ملفات حقوق الإنسان. خاصةً بعد إستخدام الولايات المتحدة الأمريكية لحق النقض (الفيتو) عدة مرات ضد العديد من قرارات مجلس الأمن التابع للأمم المتحدة التى تدعو إلى وقف إطلاق النار وزيادة المساعدات الإنسانية للسماح بدخول غزة. وقد أدانت جماعات حقوق الإنسان الدولية الولايات المتحدة لتقديمها الدعم العسكرى والدبلوماسى الذى يهدد بالتواطؤ فى جرائم حرب. وقد واجهت إدارتى الرئيسين “بايدن وترامب” معارضة متزايدة لدعم الولايات المتحدة لإسرائيل، بما فى ذلك من داخل إدارتهم.

كما سلطت مراكز الفكر الصينية الضوء فى ٧ يناير ٢٠٢٤، على إستقالة مسؤولان من إدارة الرئيس الأمريكى السابق “جو بايدن” من منصبهما لدعمها لغزة فى مواجهة إسرائيل، وهما (جوش بول وطارق حبش)، اللذان يعملان فى مجال بيع الأسلحة فى وزارة الخارجية ومستشار السياسات فى وزارة التعليم على التوالى، إعتراضاً على دعم الولايات المتحدة لجهود الحرب الإسرائيلية. ووقع أكثر من ١٢ من العاملين فى حملة بايدن رسالة تطالب بشرط وقف الدعم الأمريكى لإسرائيل ووقف إطلاق النار. حيث تشهد الإدارة الأمريكية فى الوقت الحالى مستويات غير عادية من المعارضة.

كما حاولت الصين إستمالة أعضاء اللوبى اليهودى القوى فى واشنطن لتمرير عدد من القرارات لصالحها فى مواجهة واشنطن وتل أبيب. خاصةّ مع ملاحظة النشاط القوى للوبيات اليهودية الأمريكية بعد حرب غزة. ففى يوم ٣٠ أكتوبر ٢٠٢٣، أصدرت منظمة الإيباك اليهودية، كأبرز مجموعات الضغط اليهودية المؤيدة لإسرائيل داخل الولايات المتحدة، إنتقاداً عاماً لأعضاء الكونغرس الذين صوتوا ضد قرار مجلس النواب رقم ٧٧١، الذى أعرب عن دعمه لإسرائيل. رداً على ذلك، دافع الجمهورى “توماس ماسى” عن تصويته ضد دعم إسرائيل فى المطلق، بالقول إنه يعترض على “وعد مفتوح للدعم العسكرى لإسرائيل” واسع النطاق، بينما دافع النواب الديمقراطيون (كورى بوش، مارك بوكان، وأوكاسيو) عن تصويته. وهنا إتهمت النائبة “كورتيز” الإيباك بالإضرار بالديمقراطية الأمريكية. وفى الأول من نوفمبر ٢٠٢٣، إتهمت النائبة الأمريكية “إلهان عمر” منظمة الأيباك اليهودية الأمريكية بنشر إعلانات معادية للإسلام ضدها. وفى ٢ نوفمبر ٢٠٢٣، تم استهداف عضوة الكونغرس “رشيدة طليب”، وهى من أصل فلسطينى، فى حملة إعلانية تلفزيونية بقيمة ١٠٠ ألف دولار من قبل الأغلبية الديمقراطية لإسرائيل داخل الكونغرس الأمريكى. كما أصدر مجلس النواب الذى يسيطر عليه الجمهوريون فى ٥ ديسمبر ٢٠٢٣ قراراً يتضمن لغة حاسمة وجديدة لأول مرة، تقول إن المجلس “يصرح بوضوح وحزم أن معاداة الصهيونية هى معاداة للسامية”. كما أدانت المنظمة شعار “من النهر إلى البحر”. وأظهرت المؤشرات أن أعضاء الكونغرس الأمريكى الذين كانوا يدعمون إسرائيل منذ بداية الحرب تلقوا ما متوسطه ١٠٠ ألف دولار من المانحين المؤيدين لإسرائيل أكثر من زملائهم المؤيدين للفلسطينيين. وهنا أظهر تحليل ملفات (لجنة الإنتخابات الفيدرالية)، بأن رئيس مجلس النواب “مايك جونسون” تلقى ٩٥ ألف دولار من الأيباك.

وعلى الجانب الآخر، فقد أظهر إستطلاع للرأى أجرى فى ١٩ ديسمبر ٢٠٢٤، من قبل كلية سيينا الأمريكية فى نيويورك

بأن ٥٧% من الأمريكيين لا يوافقون على طريقة تعامل “جو بايدن” مع الصراع الدائر فى غزة، مع تأييد الأغلبية لإسرائيل لإنهاء أعمالها العسكرية لحماية المدنيين. بينما إعترض ثلاثة أرباع الذين تتراوح أعمارهم بين ١٨ و ٢٩ عاماً على طريقة تعامل “بايدن”، وقال نصفهم إن إسرائيل تقتل المدنيين عمداً، وقال ثلاثة أرباعهم إنها لا تتخذ الإحتياطات الكافية واللازمة لحماية المدنيين.

– وبعد فهم الحقائق السابقة، نأتى للإجابة على سؤال، ماذا لو تمت إدانة إسرائيل، وما هى الآثار المترتبة على قرار الإدانة فى مجلس الأمن، وفقاً لفهم الصينيين وتحليلهم العام للموقف، على النحو التالى:

– تتفهم الصين أن كافة جماعات الضغط المؤيدة لإسرائيل تمول الحملات الإنتخابية للسياسيين الأمريكيين لضمان ولائهم لإسرائيل ودفاعهم عنها على الدوام، ومن هنا تسعى الصين للدخول كفاعل نشط لتمويل أوجه نشاط عدداً من الحملات السياسية لتمرير مصالحها

– اللوبى الإسرائيلى يعمل بنشاط على تسيير السياسة الخارجية الأمريكية فى إتجاه موالى دوماً لإسرائيل، وهو ما تحاول الصين الإستفادة منه بالتمويل وشراء أصوات وإستمالتها لصالحها

– ضغوط اللوبى الإسرائيلى تمارس على الكونغرس الأمريكى والبيت الأبيض والإعلام، وهو ما تحاول الصين القفز عليه عبر تلك اللوبيات اليهودية

– منظمة “إيباك” اليهودية فى واشنطن تتدخل بشكل كبير فى القرارات الحكومية الأمريكية لصالح إسرائيل، وهنا نلاحظ مدى الزيارات الكبيرة والدعوات الرسمية الصينية لأعضاء منظمات الإيباك اليهودية الأمريكية داخل الصين

– الأموال الإسرائيلية تتغلغل فى الجامعات الأمريكية، ويهدد اللوبى اليهودى فى واشنطن بوقف التمويل بسبب المظاهرات الطلابية داخل عدد من الجامعات الأمريكية، وهنا تدفع الصين بطلابها وأكاديمييها فى الجامعات الأمريكية لموازنة أصوات اللوبيات اليهودية عبر دعم قطاع غزة فى مواجهة الإنتهاكات الإسرائيلية فى حقهم

– ديمقراطية الدولار، هى الديمقراطية السائدة داخل المجتمع السياسى والإنتخابى الأمريكى، حيث يعتمد المرشحون للمناصب السياسية بشكل كبير على تمويل الحملات الإنتخابية من قبل اللوبى اليهودى القوى داخل الولايات المتحدة الأمريكية، وهو ما تحاول الصين الدخول إلى هذا الخط معهم، عبر تمويلها لعدد من الحملات السياسية والإنتخابية الأمريكية

– ونجد بأن جميع هذه التمويلات السياسية والإنتخابية داخل واشنطن، يكون بالأساس منبعها جماعات الضغط المؤيدة لإسرائيل، مثل: لجنة الشئون العامة الأمريكية – الإسرائيلية (إيباك)، والتى تقوم بدور المانحين الرئيسيين للحملات التى تشترى بشكل أساسى ولاء السياسيين الأمريكيين، الذين يتعرضون بالتالى للخطر ويسهل التلاعب بهم، إذ أن أى إقتراح للحكومة الأمريكية تعتبره لجنة الشؤون العامة الإسرائيلية (إيباك) غير مناسب لإسرائيل لن يحظى بفرصة كبيرة لكى يصبح قانوناً من الأساس، لذا تسعى الصين للتقرب من منظمة الإيباك اليهودية بالأخص لضمان ولاءها لها فى المستقبل عبر آلية الدفع والتمويلات

– ومن هذا المنطلق، تقوم اللوبيات الإسرائيلية بالضغط على السياسيين الأمريكيين لتبنى المواقف التى تصب فى صالح إسرائيل، وتمرير القرارات التى تخدم مصالح إسرائيل حول العالم. وهو ما تحاول الصين إستغلاله لصالحها من خلال ممارسة ضغوط على تلك اللوبيات اليهودية الأمريكية لصالح الصينيين

– ولا تقتصر جهود اللوبى اليهودى داخل الأراضى الأمريكية على مجرد تمويل المرشحين الموالين لإسرائيل، بل يتعداه إلى ممارسة الضغوط على جماعات المصالح الخاصة وعلى الكونغرس الأمريكى ذاته والبيت الأبيض وكافة وسائل الإعلام الأخرى. وهو ما يدركه صناع القرار فى الصين

– وبعد حرب غزة الأخيرة، شهدت معظم الجامعات الأمريكية إحتجاجات طلابية واسعة ضد الإنتهاكات الإسرائيلية، وبناءً عليه، تعاملت إدارة بعض الجامعات الأمريكية بشكل عنيف ضد الطلبة وسمحت للشرطة بإعتقال العشرات منهم بضغط من جماعات اللوبى اليهودى فى واشنطن، بدعوى معاداة السامية. وهو ما سلطت عليه الضوء كافة وسائل الإعلام الصينية لإحراج ملف الديمقراطية وحقوق الإنسان الأمريكية

– لذا نلاحظ، بأن سلوك إدارة العديد من الجامعات الأمريكية ضد الطلبة المتظاهرين ضد إسرائيل، نابع من الضغط الذى يمارسه رجال الأعمال اليهود الممولين لهذه الجامعات الأمريكية، والذين يرون أن هذه المظاهرات “معاداة للسامية”، إذ هدد الممولون اليهود بوقف الدعم المادى السخى لهذه الجامعات الأمريكية، إذا ما إمتنعت إدارة تلك الجامعات على التعامل مع هذه المظاهرات. وهو ما إستغلته الصين عبر الدعوة لتقديم الخدمات والدعم لعدد من الجامعات الأمريكية، مع توفير فروع لعدد من تلك الجامعات الأمريكية داخل الصين نفسها. وهو ما يعد تطوراً كبيراً وخطيراً فى الوقت ذاته

– ووفقاً لقاعدة بيانات وزارة التعليم الأمريكية، فقد أبلغت حوالى ١٠٠ كلية أمريكية عن هدايا أو عقود من إسرائيل يبلغ مجموعها ٣٧٥ مليون دولار فى الفترة الماضية. مع الوضع فى الإعتبار، بأن هذه البيانات الرسمية الصادرة لا تكشف سوى القليل عن مصادر الأموال المهداة للجامعات الأمريكية أو كيفية إستخدامها من الأساس. وهنا تحاول الصين اللعب على تلك النقطة لفهم كيفية إستمالة برامج الجامعات الأمريكية عبر سلسلة من التمويلات لعدد من الأنشطة البحثية والعلمية والخدمية والثقافية والإجتماعية الهامة لتلك الجامعات الأمريكية

– وقد نشر بعض الطلاب فى (معهد ماساتشوستس للتكنولوجيا) فى الولايات المتحدة الأمريكية عن أسماء العديد من الباحثين الذين يقبلون أموالاً من قبل (وزارة الدفاع الإسرائيلية) لمشاريع يمكن أن تساعد فى تطوير الطائرات بدون طيار. مع إتهام عدد من الباحثين والطلاب لمعهد ماساتشوستس للتكنولوجيا فى واشنطن، بقبوله أكثر من ١١ مليون دولار من وزارة الدفاع الإسرائيلية على مدى العقد الماضى. وهو ما حللته كافة أجهزة الدولة الصينية لفهم العلاقة بين الجامعات الأمريكية وتمرير عدد من السياسات الأمريكية فى مواجهتها ووضع خطط بديلة لوقف ذلك

– كما يشير طلاب جامعة ميشيغان الأمريكية، إلى إستثمارات للجامعة فى الشركات التى تنتج طائرات بدون طيار أو طائرات حربية يستخدمها الجيش الإسرائيلى، وكذلك فى أدوات مراقبة تستخدم عند نقاط التفتيش فى قطاع غزة. وهو ما ردت عليه الصين بتطوير تكنولوجيا الذكاء الإصطناعى خلال الحرب على غزة لفهم كافة تحركات الجيش الإسرائيلى على أرض الواقع، وفهم وتتبع أماكن ومخابئ الأسرى

وبناءً على فهمنا السابق لتلك الحقائق، يمكننا فهم لماذا يتوجب على الولايات المتحدة حماية إسرائيل وأمنها، بالنظر لتصنيف إسرائيل حليفاً رئيسياً للولايات المتحدة من خارج حلف الناتو بموجب القانون الأمريكة. ويمنح هذا الوضع الشركاء الأجانب مزايا معينة فى مجالات التجارة الدفاعية والتعاون الأمنى، ويمثل رمزاً قوياً لعلاقتهم الوثيقة بالولايات المتحدة. وهو ما تحاول الصين الإلتفات عليه وعرقلته، من خلال دعم بكين لأدوات النفوذ المالى والإنتخابى اليهودى داخل واشنطن

ولهذه الأسباب النابعة من دعم اللوبى اليهودى الأمريكى لتل أبيب، تتعنت إسرائيل فى الإلتزام بأحكام محكمة العدل الدولية وقرارات مجلس الأمن الدولى التابع للأمم المتحدة، فبات الإزدراء الصريح الذى تبديه إسرائيل بشأن إلتزاماتها القانونية الدولية، ولمؤسسات الأمم المتحدة نفسها غير مسبوق. إن الأمم المتحدة تواجه أزمة حقيقية منذ تاريخ تأسيسها، تتمثل فى وجود: دولة عضو مارقة ترفض علناً الإمتثال لقواعد وتعليمات المنظمة الأممية، فضلاً عن عدم إحترام الإسرائيليين للنظام الدولى الذى توجد المنظمة لدعمه. وعلى الرغم من تسارع الوضع بشكل كبير منذ حرب غزة الأخيرة فى أكتوبر ٢٠٢٣، إلا أن هذا التعنت الإسرائيلى بدعم أمريكى ليس جديداً، فقد تجاهلت إسرائيل إلتزاماتها لعقود من الزمن، دون أن تحاسب بسبب دعم واشنطن واللوبى اليهودى الأمريكى لها.

لذا ترى الصين، بأنه بات من الأهمية بمكان أن تبدأ الدول الأعضاء فى الأمم المتحدة إتخاذ خطوات فورية وإيجابية نحو طرد إسرائيل بموجب ميثاق الأمم المتحدة. حيث إن الطرد من الأمم المتحدة ليس مبرراً فى هذه الحالة فحسب، بل إنه أمر ضرورى، لأنه السبيل الوحيد لضمان شرعية القانون الدولى والأمم المتحدة ذاتها. وإذا ثبت أن الطرد صعب سياسياً، بسبب حق النقض الذي يتمتع به حلفاء إسرائيل – وخاصةً الولايات المتحدة الأمريكية – فى مجلس الأمن الدولى التابع للأمم المتحدة، فيجب على كافة الدول الأعضاء بقيادة الصين وروسيا بالأساس، كخطوة أولى على الأقل، تعليق عضوية إسرائيل فى الجمعية العامة للأمم المتحدة بحكم الأمر الواقع، كما حدث فى حالة جنوب إفريقيا، بعد إتهامها بإنتهاج نظام سياسة الفصل العنصرى بين البيض والسود.

ونجد هنا، بأن مطلب الصين ومعها حليفتها الروسية نحو إدانة إسرائيل بعيداً عن تلك الضغوط الأمريكية بات أمراً ضرورياً وملحاً وحتمياً حفاظاً على السلم والإستقرار الدولى، خاصةً مع رفض إسرائيل الإمتثال لإلتزاماتها بموجب ميثاق الأمم المتحدة، وبخاصةً قرارات مجلس الأمن التابع للأمم المتحدة، حيث تنص (المادة الرابعة) من ميثاق الأمم المتحدة على أن العضوية مفتوحة أمام جميع “الدول المحبة للسلام التى تقبل الإلتزامات” الواردة فى الميثاق. ومن بين هذه الإلتزامات، الإلتزام المنصوص عليه فى المادة ٢٥ من الميثاق، والذى يقضى بـ “قبول وتنفيذ” قرارات مجلس الأمن.

وتستند الصين على عدد من مواد القانون الدولى الأساسى للأمم المتحدة لإدانة إسرائيل بعد حرب غزة، بالإستناد على نص (المادة ٦) من ميثاق الأمم المتحدة، على أن الدولة العضو التى “تنتهك بإستمرار المبادئ الواردة فى هذا الميثاق يجوز طردها من قبل الجمعية العامة للأمم المتحدة بناءً على توصية من مجلس الأمن”.

ورغم أنه لا يوجد رابط صريح بين المادة ٦ مع المادة ٢٥، إلا أن الصين تحاول إثبات العلاقة بين إنتهاكات إسرائيل طويلة الأمد لمبادئ الأمم المتحدة، وبخاصةً “مبدأ المساواة فى الحقوق وتقرير المصير”، وفقاً لنصى (المادة ١ و ٢) و “إحترام حقوق الإنسان والحريات الأساسية للجميع دون تمييز على أساس العرق”، وفقاً لنصى (المادة ١ و ٣)، وكلها أسباب جوهرية من وجهة نظر الصين يمكن الإستناد عليها، وتوفر بالفعل أسباباً لطرد إسرائيل أممياً بموجب المادة ٦. ومع ذلك، توفر المادة ٢٥ من القانون الأساسى للجمعية العامة للأمم المتحدة تعليلاً أكثر وضوحاً لسبب وجوب محاسبة إسرائيل على إنتهاكها لإلتزاماتها بموجب الميثاق الأساسى للأمم المتحدة.

وقد أكدت محكمة العدل الدولية بوضوح فى رأيها الإستشارى الصادر فى يوليو ٢٠٢٤، أن إسرائيل تنتهك هذا المبدأ من مبادئ القانون الدولى، حيث ذكرت أن السياسات والممارسات الإسرائيلية “تعادل ضم أجزاء كبيرة من الأراضى الفلسطينية المحتلة، وبالتالى فهى تتعارض مع حظر إستخدام القوة فى العلاقات الدولية ومبدأها التكميلى المتمثل فى عدم الإستيلاء على الأراضى الفلسطينية بالقوة”. وتقول محكمة العدل الدولية بوضوح إن وجود إسرائيل فى أراضى عام ١٩٦٧ غير قانونى، وأن جميع الدول يجب أن تنفذ التدابير اللازمة لإنهاء الإحتلال الإسرائيلى على الفور.

ربما يكون الأمر الأكثر أهمية بالنسبة للصينيين أنفسهم، هو أن إسرائيل عبرت على مدى عقود من الزمان علناً عن إزدرائها للأمم المتحدة، وإنتقدتها بإعتبارها متحيزة ضد إسرائيل وأنها معادية للسامية. وبطبيعة الحال، أصبح الإنتقاد أكثر حدة منذ أكتوبر ٢٠٢٣، فعلى سبيل المثال، فى مارس ٢٠٢٤ وصف وزير الخارجية الإسرائيلى الأمم المتحدة بأنها “هيئة معادية للسامية ومعادية لإسرائيل وبأنها تؤوى الإرهاب وتشجعه”، ومع ذلك، فإن الإزدراء الصريح الذى تعبر عنه إسرائيل تجاه الأمم المتحدة طويل الأمد، وهو ما تسلط الصين الضوء عليه دولياً

وعلى المستوى والشأن الداخلى الإسرائيلى، فإن مشاريع القوانين المطروحة حالياً فى البرلمان الإسرائيلى من شأنها إلغاء الإمتيازات والحصانات الدبلوماسية التى تتمتع بها (منظمة الأونروا) التابعة للأمم المتحدة قانوناً بإعتبارها وكالة تابعة للأمم المتحدة، وقد تجبر المنظمة على إنهاء عملياتها فى القدس الشرقية. حيث وصفت مشاريع القوانين الإسرائيلية وصنفت منظمة الأونروا كمنظمة إرهابية. وقد أعلنت الحكومة الإسرائيلية بالفعل عن مصادرة (مجمع الأونروا) فى القدس الشرقية. إن هذه الإجراءات التى إتخذها القادة السياسيون الإسرائيليون تشير إلى الإزدراء العام للحكومة الإسرائيلية للأونروا، وللأمم المتحدة بشكل عام وصريح. وهو ما إنتقدته الصين علانية عبر ممثليها ومندوبها الدائم داخل أروقة الأمم المتحدة ومجلس الأمن الدولى. خاصةً فى جلسة مجلس الأمن الدولى للأمم المتحدة التى عقدت يوم الإثنين الموافق ٢٥ مارس ٢٠٢٥، والتى كانت بمثابة إجتماعاً عاماً رفيع المستوى حول “تعزيز قدرة عمليات الأمم المتحدة على حفظ السلام”. وأكد فيها مندوب الصين الدائم للأمم المتحدة فى كلمته إن “عمليات حفظ السلام أداة مهمة لمجلس الأمن لصون السلم والأمن الدوليين، وإن الوضع الأمنى الدولى الحالى معقد ومتقلب، مما يؤدى إلى مواجهة عمليات حفظ السلام تحديات غير مسبوقة، ما يستوجب الإلتزام بالمبادئ الثلاثة لحفظ السلام والإستقرار الدولى”.

وفى جريمة أخرى إسرائيلية ضد شرعية الأمم المتحدة، بالإضافة إلى مهاجمة الأونروا، شنت إسرائيل أيضاً هجمات متكررة ضد قوات حفظ السلام التابعة للأمم المتحدة فى لبنان مع غزو إسرائيل وإنتهاكها لسيادة الأراضى اللبنانية ثم السورية، مما أسفر عن عدة إصابات وقتلى بين صفوف الشعبين اللبنانى والسورى. مع عدم إحترام الإسرائيليين لقرارات الأمم المتحدة الداعية لوقف إنتهاك سيادة الدول ووحدة وسلامة أراضيها من قبل الجيش الإسرائيلى. وهو ما تصدت له الصين وبقوة داخل أروقة الأمم المتحدة.

وبناءً عليه، فإن بكين ترى بأن هناك حاجة ملحة لمحاسبة إسرائيل على إنتهاكاتها المستمرة للقانون الدولى، ولا يشمل هذا فرض عقوبات مستقلة وجماعية عليها فحسب، بل يشمل أيضاً إستبعاد إسرائيل من نادى “الدول المحبة للسلام” الذى ينبغى أن تكون عليه المنظمة الأممية وفقاً لميثاق الأمم المتحدة ذاته.

إن طرد إسرائيل أمر حيوى ليس فقط بالنسبة للصينيين ومعها حليفتها الروسية الوثيق، لأن الأمم المتحدة موجودة لدعم القانون الدولى، وأيضاً للحفاظ على نزاهة الأمم المتحدة كمنظمة. إن الوضع الحالى، حيث تنتهك إسرائيل علناً قرارات مجلس الأمن، وتزدرى الأوامر الملزمة لمحكمة العدل الدولية، وتهاجم مبانى الأمم المتحدة وموظفيها بشكل مباشر، يشكل خطراً واضحاً على سلطة الأمم المتحدة، وهى النقطة الجوهرية التى أثارتها الصين ومندوبيها داخل مجلس الأمن صراحةً، وهو ما يمكن الرجوع والإستناد إليه فى حالة جنوب إفريقيا المشابهة بسبب إنتهاج سياسات الفصل العنصرى هناك بين البيض والسود خلال التسعينيات.ك
