صرحت لجنة الحريات والتشريعات بأنها ستعقد اجتماعها القادم غدا الأحد الرابع من أغسطس الجاري، الساعة الخامسة مساءً
هذا لوضع برنامج زمني لإنجاز محاور العمل
حيث ذكر منه ثمانية محاور لعمل اللجنة عنوانها الإصلاح.. ومقترحات بتدخلات تشريعية عاجلة
هذا ومن خلال الاجتماعات الأخيرة؛ اتفق أعضاء اللجنة على أن يكون “الإصلاح” هو العنوان الرئيسي
ومن أهم خصائصها
تواصل لجنة الحريات والتشريعات التحضيرية للمؤتمر العام السادس للصحافة المصرية بنقابة الصحفيين، أعمالها للاتفاق على أوراق العمل والتوصيات المرفوعة إلى المؤتمر الذي من المقرر عقده في أكتوبر المقبل.
كما أفادت لجنة الحريات والتشريعات بالقيام بمهامها الأساسية وهي
أولا.إهتمام اللجتة بإصلاح الأطر التشريعية واللائحية التي تؤثر على حرية الصحافة والصحفيين، وتمس الممارسات المهنية وبيئة العمل

ثالثا تعمل على مناقشة قضايا الحريات، بما فيها الإفراج الفوري عن الصحفيين المحبوسين، وإزالة القيود المفروضة على العمل الصحفي والصحفيين وكل ما يؤثر بالسلب على الحرية الشخصية وحرية النشر، وتعظيم قيمة حرية الصحافة لدى المؤسسات والزملاء.
وانتهت اللجنة من وضع ورقة توصيات بأولويات الإصلاح التشريعي العاجل، متضمنة توصيات محددة لتعديل القوانين ذات التأثير على حرية الصحافة والصحفيين والمنظمة للعمل الصحفي وبالأخص تلك التي تتضمن قيودا على حرية الرأي والتعبير مثل قوانين: العقوبات، الإجراءات الجنائية، مكافحة الإرهاب، الجريمة الإلكترونية، تنظيم الإعلام والمجلس الأعلى للإعلام، حماية البيانات الشخصية.
وتعكف اللجنة من خلال مجموعة عمل على تحديث ميثاق الشرف الصحفي وأكواد النشر الصادرة من المجلس الأعلى للإعلام، على ضوء المعايير الدولية لتعزيز جودة الصحافة.
كما تعمل على دراسة الاحتياجات اللازمة لخلق بيئة عمل آمنة للزميلات والزملاء داخل المؤسسات الصحفية.وتدرس اللجنة أيضا أوضاع الصحفيين المحبوسين، وكذلك والمفرج عنهم ودمجهم في سوق العمل، وتبحث في أحوال حرية الصحافة كمدخل لتحسين مستوى المعيشة للصحفيين.
وشكلت اللجنة مجموعة عمل عقدت ورشة عمل الأربعاء الماضي، لبدء وضع مشروع قانون متكامل لحرية تداول المعلومات، بهدف توحيد المشروعات المتناثرة وتنقيتها وتحديثها، انطلاقا من المشروعات المقدمة للحكومة والحوار الوطني.
وبدأت اللجنة أيضا دراسة حالة من المأمول أن تنتهي بتوصيات حول حرية النشر والإصدار، لتقييم الإجراءات التنفيذية والعقبات التي يواجهها أصحاب المشروعات الصحفية والصحفيون عند إطلاق مشروعاتهم، على مستوى التأسيس والترخيص والتشغيل.
كما بدأت اللجنة دراسة الأطر التشريعية لإدارة المؤسسات الصحفية وأطر التعاقد والعمل في الصحف القومية والخاصة، لبحث أثرها على حرية المهنة ومستوى الممارسة.
هذا وناشد محمد بصل، منسق الحريات والتشريعات بأعمال المؤتمر، الزملاء الصحفيين الانضمام لأعمال اللجنة، من خلال الحضور أو التقدم بالأفكار والمقترحات حول المحاور الثمانية المذكورة سلفا.
وشدد على أن المشاركة الكثيفة في الأعمال التحضيرية تضمن توسيع آفاق للمؤتمر العام السادس وطرح أكبر عدد من الأفكار والتوصيات الجادة أمام مجلس النقابة وجمعيتها العمومية والسلطة التشريعية والجهات الحكومية المعنية، بهدف دعم حرية الصحافة التي هي حجر الأساس لتطويرها وتحسين أوضاعها المهنية والاقتصادية.

The Freedoms and Preparatory Legislation Committee for the Sixth General Conference of the Egyptian Press at the Journalists Syndicate continues its work to agree on working papers and recommendations submitted to the conference, which is scheduled to be held next October.
The Freedoms and Legislation Committee also reported carrying out its basic tasks:
Firstly.The committee’s interest in reforming the legislative and regulatory frameworks that affect the freedom of the press and journalists, and affect professional practices and the work environment.

Thirdly, it works to discuss freedom issues, including the immediate release of imprisoned journalists, removing restrictions imposed on journalistic work and journalists and everything that negatively affects personal freedom and freedom of publication, and maximizing the value of freedom of the press among institutions and colleagues.
The committee finished developing a recommendation paper on urgent legislative reform priorities, including specific recommendations to amend laws affecting the freedom of the press and journalists and regulating journalistic work, especially those that include restrictions on freedom of opinion and expression, such as laws on: penalties, criminal procedures, combating terrorism, and cybercrimeMedia regulation and the Supreme Media Council, personal data protection.Through a working group, the committee is working on updating the journalistic code of honor and publishing codes issued by the Supreme Media Council, in light of international standards to enhance the quality of journalism.
It is also working on studying the necessary needs to create a safe work environment for male and female colleagues within journalistic institutions.
The committee also studies the conditions of imprisoned journalists, as well as those released and their integration into the labor market, and examines the conditions of press freedom as an entry point to improving the standard of living for journalists.
The committee formed a working group that held a workshop last Wednesday, to begin developing an integrated draft law for freedom of information, with the aim of unifying, purifying and updating the scattered projects, based on the projects submitted to the government and the national dialogue.
The committee also began a case study that it is hoped will end with recommendations on freedom of publication and issuance, to evaluate the executive procedures and obstacles faced by newspaper project owners and journalists when launching their projects, at the level of establishment, licensing and operation.
The committee also began studying the legislative frameworks for the management of press institutions and the contracting and work frameworks in national and private newspapers, to examine their impact on freedom of the profession and the level of practice.
Muhammad Basal, coordinator of freedoms and legislation for the conference, appealed to fellow journalists to join the committee’s work, by attending or submitting ideas and proposals on the eight axes mentioned previously.
He stressed that the intense participation in the preparatory work ensures expanding the horizons of the Sixth General Conference and presenting the largest number of serious ideas and recommendations before the Syndicate’s Council, its General Assembly, the legislative authority, and the relevant government agencies, with the aim of supporting freedom of the press, which is the cornerstone of its development and improving its professional and economic conditions
