مجلس الأمن يفشل في تمديد آلية إيصال المساعدات الإنسانية عبر الحدود إلى سوريا

فشل مجلس الأمن الدولي اليوم الثلاثاء في تمديد آلية إيصال المساعدات الإنسانية عبر الحدود إلى سوريا، بعد اعتراض روسيا على مشروع القرار الذي قدمته كل من البرازيل وسويسرا، وهما الدولتان المعنيتان بصياغة القرارات حول الملف الإنساني السوري في مجلس الأمن.
يأتي هذا في الوقت وصلت فيه الاحتياجات الإنسانية في سوريا إلى أعلى مستوياتها على الإطلاق بعد أكثر من 12 عاما من الحرب، وفي أعقاب الزلازل المدمرة التي ضربت المنطقة في شباط/فبراير. وكانت الأمم المتحدة وشركاؤها يأملون في تمديد التفويض لمدة 12 شهرا لنقل المساعدات عبر معبر باب الهوى لأربعة ملايين شخص في شمال غرب سوريا.
وصوت المجلس على مشروعي قرارين متنافسين. مشروع القرار الأول قدمته كل من البرازيل وسويسرا فيما قدمت روسيا مشروع القرار الثاني.
حصل مشروع القرار البرازيلي- السويسري على تأييد 13 دولة وامتناع دولة واحدة (الصين) واعتراض دولة واحدة هي روسيا. وبالتالي لم يتم اعتماد القرار نسبة لاستخدام روسيا حق النقض/الفيتو.
مشروع القرار البرازيلي- السويسري كان سيسمح لوكالات الأمم المتحدة والشركاء في المجال الإنساني بمواصلة استخدام معبر باب الهوى على الحدود السورية التركية لمدة تسعة أشهر- أي حتى 10
أبريل 2024.
مشروع القرار الروسي حصل على تأييد دولتين وتصويت ثلاث دول ضده مع امتناع 10 دول عن التصويت. وبالتالي لم يتم اعتماده أيضا.
اقترح مشروع القرار الروسي استخدام معبر باب الهوى لمدة ستة أشهر- أي حتى 10 كانون الثاني/يناير 2024.
وكان مجلس الأمن الدولي قد أذن باستخدام آلية إيصال المساعدات عبر الحدود من تركيا إلى شمال غرب سوريا لأول مرة في عام 2014.
وقد أعرب الأمين العام عن خيبة أمله لعدم تمكن مجلس الأمن اليوم من التوصل إلى اتفاق بشأن تمديد تفويض آلية المساعدات عبر الحدود التي تقوم بها الأمم المتحدة في سوريا.
وقال في بيان منسوب إلى المتحدث باسمه ستيفان دوجاريك إن المساعدة التي تقدمها الأمم المتحدة عبر الحدود تعد بمثابة شريان حياة حقيقي لملايين الأشخاص في شمال غرب سوريا، حيث وصلت الاحتياجات الإنسانية إلى أعلى مستوياتها على الإطلاق منذ بداية الصراع، فيما لا تزال آثار الزلازل المدمرة في تلقي بظلالها على الناس.
ودعا الأمين العام جميع أعضاء المجلس إلى مضاعفة جهودهم لدعم استمرار تقديم المساعدة عبر الحدود لملايين الأشخاص المحتاجين بشدة في شمال غرب سوريا لأطول فترة ممكنة.

Today, Tuesday, the UN Security Council failed to extend the mechanism for the delivery of humanitarian aid across the border to Syria, after Russia objected to the draft resolution submitted by Brazil and Switzerland, the two countries concerned with drafting resolutions on the Syrian humanitarian file in the Security Council.
This comes at a time when humanitarian needs in Syria are at an all-time high after more than 12 years of war, and in the aftermath of the devastating earthquakes that hit the region in February. The United Nations and its partners had hoped to extend the authorization by 12 months to deliver aid through the Bab al-Hawa crossing for four million people in northwest Syria.
The council voted on two competing draft resolutions. The first draft resolution was submitted by Brazil and Switzerland, while the second draft resolution was submitted by Russia.
The Brazilian-Swiss draft resolution received the support of 13 countries, the abstention of one country (China), and the objection of one country, Russia. Consequently, the resolution was not adopted due to Russia’s veto power.
The Brazilian-Swiss draft resolution would have allowed UN agencies and humanitarian partners to continue using the Bab al-Hawa crossing on the Syrian-Turkish border for nine months — that is, up to 10 days.

The Russian draft resolution won the support of two countries and three countries voted against it, with 10 countries abstaining. Therefore, it was not adopted either.

The UN Security Council authorized the use of the cross-border aid delivery mechanism from Turkey to northwest Syria for the first time in 2014.
The Secretary-General expressed his disappointment that the Security Council was unable today to reach agreement on extending the mandate of the UN cross-border assistance mechanism in Syria.
In a statement attributed to his spokesperson, Stephane Dujarric, he said that the cross-border assistance provided by the United Nations is a real lifeline for millions of people in northwestern Syria, where humanitarian needs have reached their highest levels ever since the beginning of the conflict, while the effects of devastating earthquakes are still affecting people. cast a shadow on people.
The Secretary-General calls on all Council members to redouble their efforts to support the continuation of cross-border assistance to the millions of people in dire need in northwest Syria for as long as possible.
